Cat Recall is a sidequest in Star Ocean: The Divine Force that you can pick up in the Imperial Capital.
This quest requires you to have completed The Actual Owner sidequest first.
If you speak to Elderly Man With A Cat he asks you to bring him his Kitty's favorite food.
It turns out the cats favorite food is a Speed Potion (???). You can craft these using Compounding in the Item Creation menu.
Once you have acquired 1 Speed Potion, speak to the Elderly Man With A Cat for your reward.
