A Parent's Love Is Never Far is a sidequest you can pick up in Star Ocean: The Divine Force at Baldaar Citadel.
If you head to the upper part of Baldaar, you can find a house with Shy Father hanging out.
Speaking to him, he automatically gives you 10,000 Fol. He wants you to buy a Bunny Figure at the Royal Capital Acendros City.
You can purchase this item from the Item Store where you buy weapons and armor from. It is listed under the Key Items tab.
Upon exiting the shop, a short cutscene with Skilled Doll maker's Daughter will happen and start you on a new quest called A Daughter's Gift.
Head to Shy Father and give him the Bunny Figure.
