The Magnus Prequests to unlock Normal and Hard Mode Magnus boss are actually quite easy and short to complete. You just need to make sure you stop at the right quest point, otherwise you can end up doing the whole storyline (which does unlock some mini-bosses) and that does take a lot longer to complete. This guide will show you all the quests you need to complete in order to unlock Normal and Hard Mode Magnus.
It'll take around 30 minutes to complete the prequest. You need to be at least level 102 to finish the questline.
You need to be level 155 to take on Normal Magnus. Normal Magnus can be cleared once per day.
You need to be level 175 to take on Hard Magnus. Hard Magnus can be cleared once per week.

The prequests become available at Level 90. To start the prequests, accept the quest (Lv.90) To Pantheon - Beldar, which should pop-up above your head when you hit level 90 automatically. Most likely you've already completed this quest and so head to Pantheon (Grandis -> Pantheon) and speak to Beldar.
(Lv.90) Supporting Heliseum Reclamation HQ - Beldar
Head to the map Heliseum - Transitional Dimensional Door and speak to NPC Tiron.
(Lv.90) Heliseum Reclamation HQ In Danger - Tiron
You will be teleported to Reclamation HQ where you need to defeat all the spawned mobs. Once defeated, head to the right portal.
A lightbulb will then pop-up on your head. Complete the quest.
Head to map Heliseum: Commander Barracks and speak to NPC Edea.
(Lv.90) Edea and Piston - Edea
Speak to Piston after accepting the quest.
Eliminating Battle Hounds - Piston
You will be teleported to the map Twisted Forest: Savage Dog Forest. Defeat 100 Specter Battle Hounds.
Head back to Heliseum: Commander Barracks and speak to Piston to complete the quest.
Speak to Edea next.
(Lv.90) Securing the frontlines - Edea
You'll be teleported to a Monster Park type stage. Clear both stages and you'll be teleported back to Heliseum Reclamation HQ.
Go inside to Heliseum Command Barracks and speak to Edea.
(Lv.90) Sturdy Foundation - Edea
Head outside to Heliseum Reclamation HQ and speak to NPC Harpoon Quartermaster.
(Lv.90) Finding Emergency Supplies - Harpoon Quartermaster
You'll be teleported to the map Nameless Forest - Path to the hill. You need to collect 50 Dinogath Shoulder Meat that drop from Dinogath mobs.
Head back to Heliseum Reclamation HQ and speak to Harpoon Quartermaster to turn in the quest.
Head back inside Heliseum Command Barracks and speak to Edea.
(Lv.90) Dispatch Mission - Edea
You'll be teleported to map Forbidden Forest Eurenth's Hut. Speak to NPC Eurenth.
(Lv.90) Anger Management - Eurenth
Head to map Forbidden Forest - Twisted Forest Border and collect 30 Dinor Sirloin from Dinoram mobs. (Note: Make sure you also collect the Dinoram Claws drop as you'll need it later).
Go back to Eurenth and turn in the quest. First accept Eurenth's Advice quest.
Eurenth's Advice
Head to map Forbidden Forest - Secret Merchant Meet-up. Go to your Use tab in your Inventory and use the D-03 Transmitter.
Tonero will appear in the map. Turn in the quest.
(Lv.90) Grandis Shadow - Tonero
You'll be teleported to map Nameless Forest - Predatory Forest. Collect 50 Sharp Dinodon Fangs from mob Dinodon.
Head back to Forbidden Forest - Secret Merchant Meet-up and turn in the quest to Tonero.
A lightbulb will appear over your head. Accept the quest.
Romero will appear in the map. Talk to him.
(Lv.90) Freeloading Trade King - Romero
You'll be teleported to Forbidden Forest - Twisted Forest Border. You need to collect 100 Dinoram Claws from the Dinoram mob.
Head back to Forbidden Forest - Secret Merchant Meet-up and turn in the quest to Romero.
A lightbulb will appear over your head. Accept the quest. Tonero will reappear in the map.
(Lv.90) Tonero's Request - Tonero
You'll be teleported to the map Forbidden Forest - Yellow Speeyor's Pasture. You'll need to collect 100 Yellow Speeyor's Torn Fur Coat from mob Yellow Speeyor.
Head back to Forbidden Forest - Secret Merchant Meet-up and turn in the quest to Tonero.
You'll be teleported to map Forbidden Forest Eurenth's Hut. Speak to Eurenth.
Information Delivery - Eurenth
You'll be teleported to Heliseum Reclamation HQ. Go inside to Heliseum Command Barracks and speak to Edea.
(Lv.90) Seizing The Ores - Edea
You'll be teleported to Nameless Forest Spectre Mine Zone. You'll need to collect 30 Sparkling Spector Stone from Specter Miner mob.
Head to Heliseum Command Barracks and speak to Edea to turn in the quest.
(Lv.90) Operation, Go! - Edea
You'll be teleported to a Monster Park type stage. Clear all 4 stages. They'll be a cutscene with Edea.
You'll be teleported to map Heliseum Downtown - Downtown Black Market. Talk to Edea.
Castle Crash - Edea
A lightbulb will appear above your head. Complete the quest. A new quest will appear above your head. Talk To Edea to complete the quest.
(Lv.102) Nova Troubles - Edea
Talk to Edea to complete the quest.
DO NOT START THE QUEST (Lv.100) Road To Treglow otherwise you will then have to start a brand new questline that takes forever to complete.
You now have access to Hard and Normal Magnus. Congratulations!
